Umberto Rosini

CIO Civil Protection Department - Presidency of the Council of Ministers, Italy

After years of experience in IT companies and multinationals as a developer, IT architect, and security expert, Rosini joined the Public Administration in 2009. In 2016 he joined AgID (Agenzia per l'Italia Digitale), later serving as the technical manager of the public digital identity system "SPID" and other related projects. He was involved in initiatives and regulations on data and application interoperability and was also a member of the group responsible for drafting guidelines, including those on the use of open-source software in public administration.
In February 2019, Rosini began his role as a technical project manager at the Presidency of the Council of Ministers, Department of Civil Protection, focusing on digital transformation, software, and application security. He played a key role in strategic projects such as IT-alert, the population warning system. In May 2021, Rosini took on the position of technical project manager at PagoPA, overseeing the Star Center for digital payments. In April 2022, he returned to the Presidency of the Council of Ministers, Department of Civil Protection, as Chief of the Information and Communication Systems Service, coordinating all IT and cybersecurity activities, including the IT-alert system and IT and security operations during emergency situations in Italy and abroad.
Rosini also collaborates with several Italian universities in master's degree programs and participates as a panelist and expert in conferences and initiatives on IT and cybersecurity topics.
