Luigi Rebuffi

Secretary General, European Cyber Security Organisation (ECSO) & W4C, Belgium

Rebuffi is the Secretary-General and founder of the European Cyber Security Organisation (ECSO) and the Women4Cyber Foundation. Rebuffi graduated in Nuclear Engineering from the Politecnico di Milano and began his career in Germany, working on high-power microwave systems for the ITER thermonuclear fusion reactor. Later, at Thales, he took on increasingly significant roles in European R&D across various sectors, including telecommunications, industrial, medical, and scientific. By 2003, Rebuffi became Director for European Affairs. In 2007, he established the European Organisation for Security (EOS), serving as its CEO for 10 years.
Between 2012 and 2016, Rebuffi advised the European Commission on the EU Security Research Programme and chaired the Steering Board of France’s National Research Agency (ANR) for security research. In 2016, he founded ECSO and signed a Public-Private Partnership on cybersecurity with the European Commission. In 2019, Rebuffi launched Women4Cyber to promote female participation in cybersecurity. In 2020, he was named among "IFSEC Global Influencers in Security - Executives."
