Massimo Panzeri

Cyber Security and Space Program Accreditation Manager, European Space Agency – ESA, Italy

With more than 24 years of experience in the space sector, Massimo Panzeri has been involved in the security activities of significant projects at both the national and European levels, including the secure Italian telecommunications satellite (SICRAL), the Earth observation constellation (COSMO), and the navigation systems (Galileo and Galileo 2nd Generation). He previously worked in the aerospace industry and later at the European Space Agency (ESA).
Currently, Panzeri is engaged in ESA's first classified project for Quantum Key Distribution (SAGA), where he supports both security activities and technological aspects related to security. Additionally, he is involved in the security aspects of the EUQCI project, led by the European Commission, in collaboration with ESA. His work also extends to overseeing cybersecurity projects under development at ESA, where he is introducing quantum-related topics into ESA’s Cyber Security Resilience Programme.
Panzeri has authored papers on various topics, particularly focusing on the security verification strategy of complex space systems. He is deeply committed to promoting the culture of security and its diffusion within the space sector.
