Richard Owen-Thomas

Richard Owen-Thomas is a member of the Directorate of Cyber Defence and Rrisk’s Senior Leadership Team who leads the Cyber Security Assessment team. He is responsible for ensuring that the Ministry of Defence adopts, embeds and succeeds with Secure by Design, and for providing technical assurance, and consultancy for Defence. Formerly, he led on cyber threat intelligence, ensuring that those responsible for cyber security had an understanding of the cyber threats learned from intelligence and incidents. He provides strategic guidance on the developing threat from hostile states, and other threat actors, and the threat to MOD’s systems, having spent some time in the regional threats team of Cyber Assessments. Prior to joining the MOD Richard practised at the commercial Bar appearing in many leading cases including public inquiries into terrorist attacks, and cases involving data protection, privacy and the law of cyber space and is a part time visiting lecturer on the Masters’ Programme of the University of Westminster.
