Ms. Arianna Lepore Coordinator Next-Generation Terrorism and Strategic Responses Portfolio Terrorism Prevention Branch UNODC – United Nations Office on Drugs and Crime The integrated portfolio, known best as the Polaris Framework, brings together four flagship initiatives under one. The Perseus Initiative equips national authorities with the tools, skills and foresight to address terrorist exploitation of technology, including digital platforms, artificial intelligence, unmanned aerial systems and other emerging threats. Emphasizing both threat mitigation and opportunity harnessing, it supports legislative frameworks, investigative capacities and legal responses that uphold international law and human rights. The Operation Goldfinger focuses on the financial and logistical networks that underpin terrorist operations. Using network theory and Member State insights, Goldfinger targets the nexus between terrorism and organized crime, such as crypto-financing, trafficking and illicit trade, through actionable analysis, capacity-building and regional cooperation. The Global Initiative on Handling Electronic Evidence Across Borders enhances the lawful, secure and effective collection of electronic evidence in terrorism and serious crime cases, particularly when data crosses jurisdictions. Supporting both formal and informal legal channels, it provides practitioners with practical tools, legal guidance and public-private cooperation frameworks that meet the challenges of a connected world. TACTIC strengthens national and regional readiness for next generation terrorist threats. Through immersive simulations, mock trials and peer validation exercises, it fosters whole-of system preparedness, linking frontline responders, prosecutors, policymakers and private sector partners in coordinated action. Ms. Lepore is an Italian jurist, holding a Master Degree in Law, a Master Degree in Criminology and a Master of Advanced Studies in Investigative Psychology, Behavioural Analysis, Applied Criminal Profiling, Psychopathology, and Forensic Psychodiagnostics, with 23 years of work experience at both national and international level (of which about 15 within the Terrorism Prevention Branch of UNODC) in the field of crime prevention, including terrorism prevention, criminal justice reform, rule of law, programme management and delivery of related technical assistance activities in various regions, including South Eastern Europe, Sub-Saharan Africa, North Africa and Middle East as well as South and South-East Asia and the Pacific. Ms. Lepore has solid experience in planning, designing, managing, facilitating legal training including train the trainers programs and she has coordinated a number of training on Result Base Management as well as monitoring and evaluation approaches and tools. Ms. Lepore worked with a wide range of international/inter-governmental organizations (ITLOS, UNA-USA, DPKO/UNMIK, IDLO, IAEA and UNODC) and in different duty stations, including in post-conflict and peace-building United Nations missions. In particular, she served within the United Nation Mission in Kosovo - UNMIK, in the Legal Division of the UNMIK Department of Justice dealing with serious criminal cases and working closely with ICTY and Interpol on international arrest warrants and with foreign jurisdictions on international rogatories.
