Vice-President, Parliamentary Assembly of the Mediterranean (PAM), Portugal
Pedro Roque is a Member of the Portuguese Parliament, elected by the Social Democratic Party. Born in 1963, he is a high-school teacher, holding a bachelor’s degree in History and a postgraduate degree in History and Educational Multimedia Communication. He was first elected to the Portuguese Parliament in 2002 and has served multiple terms since then. Pedro Roque served as Secretary of State for Labour in the 19th Portuguese Government from February to August 2013. His parliamentary work has primarily focused on social issues, as well as areas such as health, finance, and defence. He has chaired the Standing Committee on Labour and Social Security and served as deputy coordinator for the Budget, Finance, and Administrative Modernization Committee, as well as the European Affairs Committee. He also served as coordinator for the National Defence Committee. Since 2011, Pedro Roque has served uninterruptedly as a member of the Portuguese delegation to the Parliamentary Assembly of the Mediterranean (PAM) and has been deeply involved in PAM activities. He was elected PAM President for the 2017-2019 term and has held the position of President Emeritus since then. Pedro Roque also served as Ad-Interim President of PAM from October 2022 until March 2023. Pedro Roque has been the Vice-President of PAM and President of the 3rd Standing Committee on Dialogue among Civilizations and Human Rights since March 2023. Pedro Roque has chaired various committees within PAM, including the 1st Standing Committee on Political and Security-related Cooperation from 2019 to 2020 and the 2nd Standing Committee on Economic, Social and Environmental Cooperation for the 2015-2017 and 2019-2021 terms. Throughout his career, Pedro Roque has actively participated in a wide range of events and initiatives organized by PAM, aiming to strengthen cooperation in the Mediterranean region. His contributions have included significant roles in parliamentary debates, conferences, and high-level meetings, addressing critical issues such as counterterrorism, migration, economic cooperation, and regional security. He has also participated in election observation missions, including the 2022 mission to Tunisia and the 2013 mission to Jordan. Pedro Roque has played a central role in strengthening international relations, actively participating in events promoted by PAM and various global organizations, including the UN, NATO, and the OECD. His work in fostering ties between Mediterranean countries and the international community has contributed significantly to promoting peace and stability in the region. He is currently engaged in the promotion of human rights and conditions for migrants in the Euro Mediterranean and Gulf regions.
